PCSO Barnes said: "I am proud to have been selected for this position. I have a passion for football and I am looking forward to the challenge that this will present.
"It is an honour to be able to represent the force at a national level and play for my country."
He is a goal keeper and was put forward for the position by the manager of the Lancashire Constabulary team.
His first match was against Wales on 23 March when England won 3-0.
